Activities

The Union´s everyday activities are focused primarily on legislation that has impact on functioning of self -governments, structural policy, social integration policy, grant policy and so on. Union representatives take active part in the entire legislative and policy process. They participate in inter-departmental commenting procedures and advocate interests of cities, towns and municipalities at ministries and parliamentary and senate committees. SMO ČR also advocates interests of Czech local governments on the EU level and strives for influencing European legislation and European policies so that competences of cities, towns and municipalities are not limited.

SMO ČR focuses on various topics connected to everyday life of municipalities, such as environment, transport, social affairs, education, health, waste management, financial matters, international cooperation and many others. These are worked out by particular Committees and their outputs are further discussed and promoted by the Executive Board and Chambers.

SMO ČR provides place for open discussion of various partners participating in the process of creating local self-government (representatives of municipalities, ministries, academic sphere, expert organisations etc.).   

International Activities

As regards advocacy of interests of Czech cities, towns and municipalities on the international level, since 1992 SMO ČR has been taking active part in activities of the Council of European Municipalities and Regions (CEMR). SMO ČR representatives regularly attend CEMR meetings, working groups and bodies and prepare its position on various discussed topics. SMO ČR representatives also work as delegates in the Committee of the Regions (CoR) and the Congress of Local and Regional Authorities of the Council of Europe (CLRAE). SMO ČR is also involved in the global organization United Cities and Local Governments (UCLG).

Furthermore, SMO ČR takes part in various international projects, while involving its members in their implementation, and supports towns and municipalities in establishing partnerships. As a twinning coordinator, SMO ČR provides counseling to its members as regards partnership and its funding. It is also active in the area of transformation cooperation with countries in southeast and eastern Europe, where it shares its experience from transformation of public administration and democratic functioning of local governments with newly developing democracies. In this respect, SMO ČR has been currently active within PLATFORMA initiative.
